GOVERNANCE DELIVERABLE
An asset-pool responsibility matrix
Require a clear map of which board, finance, treasury, benefits, foundation, staff, consultant, and OCIO roles recommend, approve, implement, monitor, and report for each pool. The proposal should explain how exceptions and enterprise-level conflicts are escalated.
ECONOMIC EVIDENCE
Pool-level and enterprise pricing
Ask providers to price operating reserves, foundations, retirement assets, custody, reporting, transition, and optional services separately before showing any consolidated economics. That makes cross-subsidies, minimums, breakpoints, and excluded services visible.
IMPLEMENTATION EVIDENCE
A liquidity and transition plan
Test how the proposed team would handle capital projects, benefit payments, spending, private-market commitments, legacy assets, stress scenarios, custody interfaces, reporting calendars, and responsibilities during the first year.
